First off, it isn't writable - it is set to 0644. How can I turn off these annoying warning messages?

Set it to 444 through your account control panel access...
The "6" indicates that this is writeable by the owner & how different Apache configs are set to report this causes the indicated behaviorZen-Venom Get Bitten

I've tried every permission level down to 0000 and it still says the file is writeable.
Is there any way to just turn off the error message?

If they provide a control panel - have you tried setting the permissions through this means?
