When I am in admin, it shows that the link is still active but I know the time period set has passed. The users are reporting that they can't get to the link.

Find the Order ... click on the Download icon and change to green ...
Or, find the Order and Set the Order Status to Updated and send message to customer ... then switch back to its normal setting for Delivered etc.
