Ok heres the thing...

I have a web site... I need to be able to do weight based on shipping. I need certain items to weigh nothing because they are just paper and you could order a ton of them and it would be the same minimum shipping charge of 2.95.

For other items I need to be able to put ranges like if they order one physical non-paper item the shipping goes up to 7 dollars but it dosnt go higher until they order 3 which is 8 dollars and so on
