Shipping question

Hi

i recive an order for item that his size are 21 x30x 21 and his weight are 8lb customer been charge around $28.00 and whan i set up ups to ship, it charged me $37.00.
i understend now how u.p.s charging, but how can i fix it so i will not keep loosing on those items
please advice or reffer me to a thread the talking abut it
