Did you add zones or something to Flat Rate shipping that is preventing the checkout?

No i didn't add any zones. here is how i configured the flat rate module

the zone is set to none and in Shipping/Packaging it set to 1.

Do your products have weight? If not, then you told it they are all Free Shipping as 0 weight means Free Shipping ...

Turning on the Free Shipping freeshipper would show this as the only available Shipping module ...
