Domestic Delivery Only?

Hi all,

At the moment I am planning just to ship my goods within my country (Malaysia). My questions are:

Q1.
Basically Malaysia is divided into two major division that is East and West Malaysia. How do I configure setting different shipping charge for this?

Q2.
How do I prevent users from outside of Malaysia from ordering my product?

Q3.
So far I've only put one shipping method, i.e. Table Rate (based on number of items they order). If the above Q1 made possible, how can I integrate this into the Zone later?

If you make a Zone and add it to shipping and payment modules then no one can use them except those in the defined Zone ...
