Adding new page?

I'm not even sure where to post this so starting here....

I need to add a page about how we grade our comics. If you go to my store and click on comics, it needs to be a link there at the top of the page where it says For OUR Grading System click here. I know this is probably something simple, but I haven't worked much on the site lately (just adding stock) and can't remember a thing!
This is something that only needs to be accessable from that page.
I'm going to keep searching the forum, but so far haven't found anything.

I want the Please Click Here to open a new page....the Comic Grading page.
I created a page, I think, in EZ pages and it shows when you go to EZ pages, and called it Comic Grading. I can't figure out how to make the link open a new window with that page. Do I leave the EZ page as HTML, or as Internal or External link?
I just can't seem to get it right.
