Problem with Zone Rates via Paypal Checkout

Hi, i'm trying to setup my first zen cart store. I activated the Paypal checkout module. My shipping is setup on Zone Rates, here's the list:

Zone 1 Countries
US

Zone 1 Shipping Table
1:15,2:30,3:45,4:60,5:75,6:90,7:105,8:120,9:135,10:150

Zone 1 Handling Fee
0

Zone 2 Countries
CA

Zone 2 Shipping Table
1:25,2:50,3:65,4:90,5:115,6:130,7:155,8:180,9:195,10:220


Zone 2 Handling Fee
0

Zone 3 Countries
00

Zone 3 Shipping Table
1:45,2:75,3:100,4:145,5:175,6:200,7:245,8:275,9:300,10:345

now when i tried to checkout via Paypal Checkout, entered my username/password, then click "review payment", it returns to my website. The problem i encountered, is the zone rate is "blank". It only says "Shipping To". My paypal address was United States, it is selecting the Zone 3. How do i solve this problem? thanks in advance!

remember that paypal IPN dosnt display shipping costs seperatly it passes the entire total as one unit
