No idea. I'm pretty sure it "used to" work fine a couple months ago. I have no idea why it's busted. And, frankly, they've busted a number of other things this month too. So, can't really say when they'll get their act together. Their development folks seem to be more interested in their new logos than ensuring functionality survives through upgrades.
Your best bet to aid in accelerating fixes is to log your own ticket on the topic. More voices equals more attention. http://www.paypal.com/mts
This is how I reported it:This was their response:According to the Website Payments Standard documentation on pages 122 and 126, it seems that sending "country" with a value of "FI" should be valid.
However, when the customer is directed to the PayPal site to create their PayPal account, the address is defaulting to US instead of FI.I was able to confirm that the problem exists in both our live and sandbox environments. I've submitted a bug report for our developer team to have them determine the root cause and resolve the issue. Until they have resolved the issue, your buyer will need to manually change the country from "United States" to "Finland" in the drop-down menu.

I have ZenCart v. 1.3.7

I'm also having a lot of problems with PayPal Express, although the PayPal IPN works fine. With PayPal Express, I keep getting the error 'We were not able to process your order. Please try again, select an alternate payment method, or contact the store owner for assistance. (Shipping Address Country Empty)"
Previous posts in this thread discuss patches but recent posts indicate that this is a PayPal bug (someone had problem with Finland)
After I installed my ZenCart (on June 22nd) I did add some modes but never had to use a ny patches.
If you think that my PayPal Express (Shipping Address Country Empty) can be addressed by patches - please direct me to the appriopriate patches and instructions

If you're using v1.3.7, then you need the latest PayPal patch installed.
If you're using v1.3.7.1, then the patches are already included (well, as of June 17 anyway).
So, yes -- install the latest patch if you want to get rid of that country error.

I had the shipping country error also, applied the latest patch, and voila...works wonderfully again.
