Shipping based on zone, weight and method

I'm trying to configure the shipping module so that we could have the following:

Zone 1 (Oregon, California, Washington):
Standard Shipping: <=3 lbs = $x, 3-10 lbs =$x
Express 2-day Shipping:<=3 lbs = $x, 3-10 lbs =$x
Overnight: <=3 lbs = $x, 3-10 lbs =$x

etc...

Should I use zone shipping for this? If so, how do I configure it for states and not countries? How would I incorporate the 3 shipping methods?

Please let me know if this doesn't make sense - I've been staring at the forums for too long now!

It might be easier to clone Flat Rate flat shipping module for this ...

That would allow you to change the name of the Shipping being offered a bit easier ...
