Man, that's frustrating! Now it doesn't go from step 4 (phpBB) to 5 (database). :-( and adding "&use_phpbb=0" does not help either...

(BTW, I did a number of fixes for this for v1.3.8 last month, but the full package isn't ready for release yet. I'll use your experience as a review of the code to help prevent this rare scenario from repeating in the future.)

Would also be good to know how the files were installed/uploaded.
A good FTP program will tell you what file uploads failed which is not an uncommon thing. Being as there are approx. 1,700 files and things can go wrong for a variety of reasons, it could be one or more files did not get uploaded.
