Table Rate Shipping Problem

The above is what I have put into the table and I have a cost of $3.59 for handling

When I have 2 of one item and 8 of another the total shipping is only $3.59. It should be 23.59

What is happening here.

Each book is shipped for $2 and 3.59 is added on. How can I fix this to work correctly???

Seems to be working ok sometimes but if you change the quantity the shipping is just the handling fee.

I do not have any handling fees. I am not using any tares.
So I guess it is not the exact same problem...

I am using the following table rates: 1:3.95,2:6.95,3:8.95,4:10.95,5:11.95,6:12.95,7:13.95,8:14.95,9:15.95,10:16.95,11 :17.95,15:21.95,20:24.95,50:39.95

All of my items have weights assigned to them. Sometimes I get an order for an item(s) and the table works correctly (i.e., 1.7lbs total weight --->Table Rate (1 x 1.70lbs) (Best Way):yields a $6.95 shipping charge ). Other times I will get the same order (i.e., 1.7lbs total weight but the checkout indicates: Table Rate (1 x 0.00lbs) (Best Way): and bills the lower tier rate of $3.95). It seems totally random. I have tested this by ordering the same items and I get the correct rate. How is it that the cart can be adding up to 0.00lbs?
