Is there a way to make it so that users can add an item to their cart and then, enter a coupon or something to basically get only that item for free provided they have an additional purchase with it?

As the shipping of the item is a manual task...you can add text informing the customer about what "free" item that will be shipped with their order along with any other conditions that you may have...
Then you need to remember to ship it!
