Change text in attribute quantity popup?

I have been looking and looking for the file to do this. I have searched the forum and used the development tool to search for some of the info found in the "source" of the pop-up window. I am pretty resourceful and have worked through several issues by practice and consulting the forums and facts but just can not figure out how to do this one. Currently it says "This is a paragraph of text in the window to see what it does to the size. The current size is pretty small and hard to read"

You would then click on the link that says" Quantity Discounts Available"

In the popup with the discount table is basically some sample text as I described. This is what I am interested in changing.
