Two things,

If any of your payment mods have your state as the selling area, then only your state will be excepted. I had paypal ipn set with WA, not understanding the true meaning until a lady from Virginia blessed me out for not accepting payments in here area. She said " We got birds too!" hehe.

Or, you may not have any payment mods turned on at all. So those are the two thinks I know of that can cause that message to annoyingly pop up.

Sorry, this kind of fell through the cracks for me.

Did you fix it?

Look in the paypal payment mod, and remove the state from the payment zone field.
