Log in Page changes

My main question regarding the log in page is:
Is it possible to put terms and conditions on the log in page with a radio button with accept or decline options.

I would also like to do some different formatting of the page (such as layout, add or remove current options, etc...)

Any help with these would be great. My site reference is:

Take text from the log in screen that you woule like to modify and search for it in the Admin/Tools/Developers Tool Kit. This will give you a list of files which you may want to modify.

Another more specific question...Do you know if the newsletter is a zen cart newsletter or is this a service that can be offerred to a client for their own newsletter...or are both these options possible??

From what i have seen zencart newsletter is built into the website that you build with zencart package. I hope this helps.
