I would like to make COMMENTS field on checkout_shipping and checkout_payment pages required.

I suppose I need to change jscript in the modules/pages/checkout_shipping
modules/pages/checkout_payment

What should this jscript say?
Is there anything else I need to change?
How does override system works for module directories? Should I create modules/pages/checkout_payment/my_template to save customized file?
