google sitemap module - trouble at step 4

readme says step 4:

Go to Admin->Tools>Google XML Sitemap (If error messages occur, change permissions on the XML files to 777);

there is no Tools>Google XML Sitemap

I followed the directions, got no errors. help please!

forget it - stupid me forgot to copy the other files to /admin

You can tell me - you've read the readme.txt?
I ask because it may be I do not need to spend time writing readme.txt?
Or there is incomprehensible written? How do you want to write that it was understandable for you?
