Table rate - Zone issue

Ok just reread what i have said and to make things a bit clearer

Local customers (new Zealand) are charged $5 shipping for orders under $50, and get free shipping on all orders above this amount

Overseas customers get charged no shipping (and should be able to complete the order), but a message should appear telling them that a further email detailing shipping to their location will be sent to them

Make a Zone for New Zealand for the Table Rates table Shipping Module and it will only show for New Zealand ...

I have just installed the Zones shipping module, and it seems to do exactly what i want,

Although I am still working on getting a message to appear for Overseas customers telling them that an email containing the shipping charge will be sent out independantly

I am also setting up Zones shipping for NZ, however I am trying to work out how to set up different rates for the North Island and the South Island. I have set them up as Sub-Zones but the Zone shipping module seems to only deal with Countries (Zones).

Here are my business rules;

under 5kilos 5.95 north island under 5kilos south island $9.95

over 5 - 10 $12.95 NI $22.95 SI

over 10 by enquiry

Can anyone help with this?
