Table Rate Payment module , where to change base shipping weight?

Hello all, I am trying to set up my Table Rate shipping module. I have it set to 4:8.95 so any products up to 4 lbs, the shipping is $8.95. If I set one of my products weight to 0.01 lbs , it calculates it on the shipping page as 1 x 3.01 lbs.

If I have it set to 0 lbs, it calcualtes it as 1 x 3.0 lbs, and if I have it set to 0.01 lbs and I add to of them, it calculates it as 1 x 3.20 lbs .

So this means the base weight somewhere is set to 3.0 lbs. If you add 20 of the product that weights 0.01 , it adds the 0.01 x 20 = 0.20 to 3.00 lbs which is 3.20 lbs and thats what it calculates it to.

Where do I go to change the base weight which is set to 3.0 lbs ? Also, is it possible so that the weight calculattion is not shown in the shipping?
