[Not a current bug] State Selection Issue in 1.3.6

We have gotten a few phone calls from people trying to sign up, but could not because of the state. I have tracked down the issue and I hope someone from zen cart is listening.

If when you sign up you put the state abbreviation in the state text box, then zen cart shows a drop down where you can select the state. The thing is if the the state abbreviation is in the text box when you select the state name from the drop down you will forever get the error: "You must select a state."

The issue only occurs if there is two characters in the state text box. If there is only one you will get a JavaScript pop up box saying that you must have more than one character. If you have 0 character or you have more than two it will accept the value from the text box.
