Man... such a "noob"

Ok folks.. usually I can figure things out on my own, but this is just confusing me. I thank you in advance if anyone can help...

Our site sells small packs of organic micro greens (tiny plants). The owner, who is trying to make things simple for me, has said that we are going to initially only offer an 8 oz package with a minimum of 6 packages per case. ( I set each product to a minimum of 6)

We are charged a dimensional weight and the case size we are going to use will be 10x10x20 or dimensional weight of 11 lbs.

I have one flat fee except for the following: Southern CA - $45.00; Las Vegas - $42.00; Washington - $39.00; Northern CA & Reno - $34.5; Western Oregon (Portland/Vancouver, Eugene) - $37.50 all delivered before 10:30 AM

Flat fee for rest of US - $42.00 by 3:00 PM or recommended $48.00 before 10:30 AM

This is all via UPS, and those are the rates we get. I don't know if any of that made sense, but my head is about to explode!
How in the world would I set this up?? It's a nightmare!

You will first need to define these as Zones the whole states are not an issue the split states and combinations are...
Have you tried just using the UPS module and setting the methods there?
