I get these errors after 1.3.5 to 1.3.7:

I would try reloading the files again ... sounds like they are bad or corrupt ...

I suspect your configure.php file contains incorrect data, similar to your other thread about upgrade problems.
Please post both of your configure.php files here.
/admin/includes/configure.php
/includes/configure.php
