A help with this error please

I'm running 1.3.7.
I recently up loaded a back up copy.
After messing around a bit and fixing a few errors I got the store to show up with the backed up data.
But when I go to log into the admin I get this error.

Now I know it shouldn't be hard to fix, but I'm tired of chasing my tail.

It looks like a problem in your configuration files because DIR_FS_CATALOG_LANGUAGESenglish/meta_tags.php is the wrong path. I would check your config files for any missing / because that line should actually read :
DIR_FS_CATALOG_LANGUAGES/english/meta_tags.php - in which case either the file either really isn't there or the error will go away.

I'm thinking maybe I copied a wrong file??????????
