customer login page doesn't work

Hi,
I have installed 1.3.7 on a new website and have found that once the test customer logs in once and then logs out and trys to log back in again the login page doesn't work. It looks like the login page just refreshes itself.
After searching the posts I have turned the recreate sessions to off but it still has not fixed the problem.
I have the store curently set up with "must login to shop" and "must be authorized to shop/see prices".
I dont seem to have this problem if I turn the authorized to shop setting off (but i need it on)!
To double check it wasn't something that I had customised I loaded a fresh install onto another domain (new) and I have got the same problem.

Can anyone help on this?

Has anyone else had the same issue? I'm stupped and I haven't been able to find anything else on the forum relating to this so far
