Zone Rate/Item rate combo?

Hey guys - this is killing me. I've looked through the posts, but can't seem to find something that addresses my specific requirement, so any help is totally appreciated.

I have three item types in my store: magazines, clothing and subscriptions.
The subscriptions should have no shipping fee for US (included in price), but not free for International orders. Some articles of clothing are more expensive to ship overseas (bigger boxes), and the magazines are more expensive to ship internationally.

Basically - I've got three states:
State 1 - per item rate. This applies to most items (Magazines and most clothing)

• Domestic : $4
• International : $8

State 2 - Only a few items (Some articles of clothing)

• Domestic : $7.50
• International : $20

State 3 -Subscriptions

• Domestic : Free (included in price)
• International : $20

Please, please if anyone has any suggestions, I'd love to hear them! I had something working for this in OSC, but I just upgraded and can't find a module for ZC that address this.

Oh - and one other thing - of course, I have to charge sales tax in Ca.

I have the Zone part figured out, of course. But how do I get different prices per item to go along with this?

This shouldn't be that hard, right?
