Is there a way to set a minimum purchase price on the site?
such as saying you only accept orders of $5.00 and over.

You could use the Order Total Module Low Order Fee ot_low_order that adds to the order a charge ...
Or, you can try the add-on for Minimum Order ...Linda McGrath
