includes/configure.php- permission

hi,
i work on windows server.
i installed the cart and all work fine.
however, when i look at it i receive the following message:

This is a potential security risk - please set the right user permissions on this file (read-only, CHMOD 644 or 444 are typical). You may need to use your webhost control panel/file-manager to change the permissions effectively. Contact your webhost for assistance.

well, i cant change permission cause i work on windows server.
when i asked my webhost to do it for me they said they cant even if it single change and if i want to change it i must swap for linux server.

someone has any solution without swap to linux?

You should be able to set this to "read only"
