Error trying to look at recent orders

when I click on recent orders in my admin page I get the following error. how can I fix this?
ERROR: admin/includes/configure.php file not found. Suggest running zc_install/index.php?

Same site?

Same paths?

Same database and username?

Add-ons?

Custom Code?

What version Zen Cart are you running?

Clean install or an upgrade? How did you install? How did you upgrade?

Thanks for getting back to me, From what I see everything is the same where it needs to be. I tried all your suggestions and still not working. I am running 1.3.7 version of zencart. I am not sure what you mean by add-ons. No custom code. If you have time and can help me out I will sent you a private message with the config files. Sometimes a fresh set of eyes finds the problem instantly.
