Thank you Doug. you are exactly right! Now I got through! Another problem comes up: when I get into the online store and test checkout, I found there is no google checkout button, there is only text saying "google check out" , and I click on it, nothing happened. Could you please help me think about the possible problem? Thanks a lot for your insightful help!
I have another question, in Zen Cart, could the customer track their orders status and have invoice in the customer account?
The appearance of the Google Checkout text is a flaw. It shouldn't appear in the 2nd checkout screen. Search the big thread for ways to work around it. Your customer should only see a GCO button under a couple of scenarios. One is when they are looking at their shopping cart contents and the other is when they intially log in.
For you second question, I believe the answer is yes.
I'm having the same issue with this. Google Checkout is appearing within the admin and I can set my merchant id etc but this error appears when trying to login.
Any ideas?

OK - having got the module installed and configure, I'm having bother checking out using the module.
For example, when I buy a product and then go to checkout, I get this error:
Sorry, we are not accepting payments from your region at this time.
Please contact us for alternate arrangements.
What am I doing wrong?
My test customer account is set to UK. I notice that GC is the only payment module that isn't able to set Payment Zone and I think this may be the issue?

You can apply shipping zones with Google Checkout, both with 1.3RC2 and the new 1.4 (which is highly recommended). That might help you work around your zone payments requirement issue.
But in your "test" if you were a UK buyer with a credit card accepted by GC, and the shipping address is a UK address, I suspect something else wrong with your order and/or posted cart which generated your error.
Was this a "test" order on a live shop with production Google Checkout account? Or was it a sandbox test?
Was it a real credit card used or a test credit card?
If using v.1.4 mod then post any relevant entries from both your googlecheckout message and error logs and also any relevant error messages showing up in your Google Checkout account (Settings tab > Integration).
