I want to install my site seal certificate logo on every page. I assume the header file is where I want to put it, but am having difficulties understanding where this code needs to go. Please advise.

Depends on where on the page you want to put this. includes/templates/YOUR_TEMPLATE/common/tpl_main_page.php is a good place to put the code, if the logo is going to appear in a corner of the browser. If you want it to appear in a sidebox, then you may want to consider putting it in a banner box.
