Area of Page after re-draw & Floating Side Cart

ISSUE 1:
After adding an item to the cart from the long list of options I can't figure out how to make it so when the page re-draws it takes you back to the section/area of the page you were on before adding the item (I tried using anchors, and some other stuff, but to no avail). Currently it takes you all the way back to the top and you have to scroll back down to where you were when you added an item.

ISSUE 2:
I am also trying to figure out how to make the side cart (the one that updates when you add stuff to it) float along the side with you as you move down the list. Now it is all the way at the top. It would be fantastic to make it move down the page with you as you browse down the list.
