Searched for a solution, but couldn't find one unfortunately...
I use USPS module and want it not to ever charge USA customers more than $8.95 (flat rate fee) for shipping. But until it hits $8.95, I want it to determine the shipping by weight or # products (it doesn't matter).
Is this possible?
