Here's what I have setup:

A. Free Shipping for orders over $45 (sidebox).
B. Free Shipping options: set at $45
C. Table Rate: by weight

If a customer places an order for >$45 and goes to checkout, he/she is shown both the free shipping and the table rate, to select from.

Is it possible to configure something, that when they reach the free shipping goal, the table rate is not shown in shipping rates during checkout?
