Priced by Attribute not working.

According to the Zen-Cart book when Product Priced by Attribute is set to No you get...

Products price $1000
256MB
512MB (+ $100)
1GB (+ $200)

And when set to Yes you get...

Products priced starting at $1000
256MB ($1000)
512MB ($1100)
1GB ($1200)

No matter how I set the Priced by Attribute option the product listing always looks like it was set to No (i.e. +100, +200).

Also, the "Include in Base Price When Priced by Attributes" flag does nothing to change the way it looks either not matter if set to yes or no.
