Sorry, we are not shipping to your region

There seems to be so much advice on this topic but I can't seem to make sense of it. Heres what I want to do...

A. Take orders from anywhere for delivery only in Australia (i.e., flowers)
B. Apply a tax rate of 10% (our GST) to the product + delivery price at the checkout.

My two problems are...
1. I have a product for $50 in my category which looks like
Tax Class: Taxable goods
Products Price (Net): $50
Products Price (Gross): $55
No problems except that Zencart adds it to the order for $65.49

2. My test order is going to an Australia address but Zen is saying "Sorry, we are not shipping to your region" How do I get Zen to just add a flat rate deilvery cost too each order? Do I define a country as a zone?

In your administration>Configuration>MyStore>Display Prices with Tax = true
and
Display Prices with Tax in Admin = true

I've set those 2 and thank you because they were set to "false".

Unfortunately I can't get to checkout stage to see if it is working because Zencart is still giving me the message "Sorry, we are not shipping to your region".

I'm pretty sure that I've tried all combinations to get this working.

have you got your shipping zones set as Australian Zones?

I think I've gone through everything but no luck still.

How should I "set my shipping zones set as Australian Zones"?

Administration > Modules > Shipping > Table rate > Edit table rate : Shipping Zones - select Australian Zones.
