Shipping method "Best Way?" how do I change this?

My shopping cart says shipping method is, "Best Way", how can I change this to USPS.

(best way ) is default it will actually highlight the lowest cost shiping for a customer,

UPS USPS Fedex ( seperate install ) will all display their own names and then their list of rates

The highlight is not working for international shipping with USPS. It works for domestic shipping and with UPS but not with USPS international. If there is just USPS active there is nothing highlighted at all with an international address.

How is best way shipping identified? It is not always the lowest price....?
