need help with shipping config

Hi. I'm confused with all sorts of shipping available. Can you help me how to setup my rates?

Every item has a weight in grams. Delivery depends on the total weight like so:
500g or less - $1
500g to 1kg - $2
1kg to 1.5kg - $3

Also, this applies to outside the state the store is located. Deliveries within the state are free.

You could use Table Rate and Flat Rate with Zones defined for the World and the State ...

The Zones would switch between which Shipping Module is available ...

Note: be careful on your weight settings as you are switching between grams and kilograms ... the products_weight is a unit of measure but has to be the same unit of measure and not mixed ...

Also be sure to set your Tare settings in the Shipping/Packaging as the default is 3 ...
