At the top of this page are links to a few popular areas ... "hosting" is one of them. I'm sure you can find a great host there, after checking out the available options to be sure they suit your needs.

You paypal problem is related to your fsockopen problem ... because the PayPal IPN module relies on fsockopen to talk to PayPal to get the authorization for completed payments. Until that's fixed, you'll have to either use the Express Checkout module, or not use PayPal.
While it may be frustrating to not get the support needed from them, switching hosts may be the best move you make :).
