confirmation order error???

OK; guys this is getting frustrating !!! I have installed the new usps patch and activated my account through usps all my settings seem to be right . im still not able to confirm a order. still getting message:

We were not able to process your order. Please try again, select an alternate payment method, or contact the store owner for assistance. (Shipping Address Country Empty)

Im using my own address and im getting this message i dont understand everything is in its required field name,address,zip,country can some one help me with this issue its a must i get this fixed or i cant do buisness. my customers are unable too shop. ALL MY SHIPPING COUNTRIES ARE IS THE US I DONT GET IT.

Im presently using zen 1.3.7 and im using the new patch for usps shipping . ive been activated.Is this a configuration error or is it posibble this is in the php itself.
IF THERE IS ANYONE OUT THERE THAT IS USING PAYPAL EXPRESS THAT HAS A WORKING SHIPPING PROCEDURE LET ME KNOW BECOUSE I CANT GET A SHIPPING MODULE TOO WORK.

I am getting this also, but only when I use Paypal Express, and it was happening before I installed USPS.

Fixed it! Needed the newest patch...
