If it came down to convincing PayPal of your definition of "should", "shall", and "must" means can you win? We are just saying because you are purchasing a service from PayPal you need to follow there rules.

IF you are using PayPal - i.e. have a PayPal account, then you have already agreed to follow their rules no matter which of their products you are using.

but if you look through that integration guide you will see that it cleary states that the express button MUST be presented to a customer before they are required to enter ANY personal information on your site,
this is a convenience for paypal customers hence the term Express.

Makes sense. But what I don't understand is, why is there a problem if I'm not using Express Checkout at all?

If you aren't using it then JUST TURN IT OFF and you won't have a big orange button.

IF you are using IPN then the paypal buton dosnt show up in the shopping cart or login page,

if you are using the express then you need to have that button,

EDIT: Forgot to say, don't mention turning off Express Checkout module and use IPN. I need to use Express Checkout but don't want that button.
