I thought I had this but works out I don't is there something simple I am missing I have all my zones set up but when I make a test customer say in another state other then Queensland no GST shows

I have in Zone Definitions: Zone: Australia Zone description: Aus
then
Number of Zones: 8 all my states inside the zone australia
Number of Tax Rates: 1



GST works for Queensland but not the other states. any help is my zones incorrect.
Also about people ordering out of Australia I would like to still keep GST for all custmers so how would I add the GST to all customers.
