Group discount vs. sale pricing

We want to offer wholesale pricing that is not affected by sale prices.

For example, if a product costs $20 retail, we want it to cost $10 wholesale, regardless of whether the item is currently on sale or not.

We have tried both the group pricing that comes with Zen Cart and the Dual Pricing add-on, but both of these lower wholesale prices when a sale is made for retail customers.

Would the "Group Pricing (per item)" add-on solve this problem? Is there a way to adjust either Zen Cart's default group pricing or the Dual Pricing add-on to keep wholesale prices static?
