Order update issue

While setting the status of an order to update[4] , the customers get en email regardless if i uncheck the "notify customer" box while leaving "append comments" checked. Is this supposed to happen? Id prefere if it didnt so i could leave myself personal notes of the status of the product, then when its ready, leave the "notify customer" box checked and THEN have the email automatically be sent. Can anyone help?

We use this function all the time and it works fine, are you sure you are getting the customer's email or an email notification you might have set in admin> email options?

Im not sure, all i know is that the customer is getting emails when I dont want them to, I have not a clue where I could edit this problem. Thank you for your response.
