Radio button for paypal not appearing if cod's disabled

I installed a template, for some reason if the cod module is disabled the paypal module will not work. The paypal radio button will not appear on

http://website.com/index.php?main_page=checkout_payment

I would like to know which files would be associated with this problem. I would like to replace the template payment files with the default zen cart payment files.

I tried replacing my template tpl_checkout_payment_default.php with
includes/templates/template_default/templates/tpl_checkout_payment_default.php
but still no luck.

Why is that a problem?

If you disable all other payment modules, leaving only one to "choose from", then there will automatically be no radio button, because that "only" option will be auto-selected.

The same would happen if you used check/money-order along with authorizenet or cod or any other.

More than one option ... makes radio buttons.
Only one option ... means no radio buttons, and that one option is auto-selected.

It appears to be working "by design".
