How to setup flat per item shipping to 48 states?

I would like to setup shipping where some products have a flat rate for shipping that's set per item. Also, I want to ship these items only within 48 states. Is there a way to set this up?

Following suggestions in FAQ and some other thread, I setup Per Unit perweightunit module and then use shipping weight for shipping cost. That seems to work fine, but how do I restrict acceptable shipping addresses to 48 states? I think that's possible using another module, such as Region Tables, but then I can't set shipping cost per item, right?

My situation is a little different, but I probably didn't explain it well enough. Let me try again.

I have some products which I only with to sell to 48 states and for which I want to set a flat shipping fee that's different per product. There are other products which don't have a flat shipping fee and the fee should be calculated. Some products are not restricted to 48 states

So for example I may have:
product1 -> $5.00 shipping (48 states only)
product2 -> $8.00 shipping (48 states only)
product3 -> UPS calculated shipping (48 states only)
product4 -> UPS calculated shipping (anywhere)

Is it possible to set this up? Thanks!!

You would need to customize the code to know, based on checkout, what the customer is allowed to checkout with ...

Let's say I am from Alaska and cannot order the Widget ... but I am shipping to Ohio ...

Billing is then Alaska and Shipping is Ohio ... can I buy it?

You are going to need to make a distinction here on how you want to limit this and when ...

I am ordering from Ohio, my account is setup for Ohio ... at the last minute I switch Shipping to Alaska ... what happens?
