Help on seting up a Shipping Modules??

I am new here and wonder if anyone can help me with modifying my shipping module.

I do not want to use weight to determine my shipping rate.

I want to set up 4 zone (UK, USA & Canada, Europe, Rest of the World) with 4 different shipping rate per item. How do I that? Can you provide me some code?

I would like to know how to set shipping discount?

Clone the Per Item item Shipping Module ...

A search on:
clone flat
clone item

should come up with numerous threads where this is broken down for you with information on how to do this ...

Then just make your Zones and set them for each module ...
