Stop products from being disabled?

. An alternative would be to set "Products status in Catalog when out of stock should be set to" to 1, and rely on customers contacting your manually through the contact page.

I have this set this way - set to 1 - but when I select "Out of Stock" for a product it is still disabled. I have double checked this setting 3 times and re-set it as well.
