Free shipping on my whole cart - Yikes!

I have free shipping set up on my downloads, everything else I sell has to be shipped out. I have table rate shipping that works great until someone adds a download to their cart, it either bumps down the table rate or makes the whole cart free shipping. here is an example, the top two were regular table rate shipping (by no. of items) but once the downloads were added it made eveything free shipping:

1 x Fall Door Cover $4.50
1 x Used 5ft Lighthouse & Lifesaver $4.75
1 x Download: Let Your light Shine Graphics (4 pages)- downloads: file $2.50
1 x Download: Variety Bible verses (12 pages)- downloads: file $3.50

Sub-Total: $15.25
FREE SHIPPING! (Free Shipping Only): $0.00
Total: $15.25

This is happened twice, I now have deactivated my downloads until I can figure out how to fix this.
I ran through my shop myself to put items in the cart and as long as I didn't add free shipping stuff it worked great. Anyone have any idea how I can fix this? I need to get these reactivated. Thanks. Sorry if it sounds scattered. Note: I'm new, be gentle, I know to some of you it may be obvious.

What has happened is that you have configured your Download Products as either:

Product is Virtual YES

and/or

Product is Always Free Shipping YES

Downloads are NOT Always Free Shipping and Downloads are NOT Virtual Products ...

By setting them this way you are getting a double count on the products that do not require shipping so the calculations are incorrect ...

Try fixing a few of them and see if they start to work right when added to an order with a Product ...

Thanks for the update ...

Many confuse Downloads with Virtual and Free Shipping as they miss that these are auto-managed for you to start with ...

Otherwise, there would be issues in knowning when a true Virtual Product like a service or GV etc. or a true free shipping product is not already a Download ...

This information is always of great help to others to see both the problem and the solution as well as the confirmation that this worked as expected for you ...

One more quick question, I do have products that I would like to have free shipping for (it's not a download), how would I configure those items and not have it do the same thing as the downloads were doing?

I have fabric appliques for $4.00 and I want to offer free shipping on those items. The way I have them now I have the yes, always free shipping clicked.
If I take this off it charges the table rate. Thanks

Then you mark those Always Free Shipping or 0 weight if 0 weight is setup to mean Free Shipping on your site ...
