Unique Discounting Question

I need to setup a system that I can use for pro staff discounts and a friends discounts..

Pro Staff is pretty straight forward with $300 of free stuff. I figured I'd
use the Gift Certificate module for that.

The friends issue what is perplexing me, they receive 50% off up to $300 worth of stuff.

How should I handle this?

The GC module for pro staff I was going to send $300 to their email, then they could login and create account and they should be good to go...
I am just unsure of how to do the friends discount.
Any insight will be helpful...

Can I set a money limit to a Group Pricing Structure?

Group A can only purchase X dollars of goods at set discount?

You'd have to write code to do this, but it could certainly be done.
